Får ikke bryllupsbildene av fotograf

In September I hired a photographer to take photos of my engagement in Lofoten. The photographer did not disclose how long it would take to edit and return the photos. Her website it said it would take a few weeks or maybe a few months in rare instances, so I did not question it. She still has not returned the photos (4 months later) and has indicated it will continue to take many more months but not providing a date. At this point I just want the unedited photos, but she refuses. What can I do?
